Plain answers about portable restrooms in Houston

Most questions come down to four things: how many units an event or crew needs, which office issues the permit, what heat or a storm does to a rental, and how to compare quotes. Short version: check the published sheet, ask the permit office, ask the provider, and get the quote in writing.

Topic 1

How many units

How many toilets does a Houston event need?

The City of Houston special-event paperwork says the producer obtains portable toilets by projected attendance: 1 unit per 300 persons, with 10 percent wheelchair accessible, and 1 handwashing station per 300 persons. Confirm the count for your event with the permit office.

Is that number enough for a big festival?

It is the city's figure, not a comfort level. Long days, food and drink and arrivals all at once push use higher. A provider that has served similar events can suggest a sensible quantity, and the permit office can say whether your event has its own condition.

How many units does a construction crew need?

The common summary of OSHA 1926.51 is one toilet per 20 workers up to 200 workers, then one per 40 after that, with handwashing near the toilets. That comes from secondary guides, so confirm the figure for your site before you order.

Do I need a handwash station as well?

At a city event, yes: the sheet asks for 1 handwashing station per 300 persons. On a construction site, OSHA expects handwashing facilities near the toilets. Ask the provider whether the quote includes stations, and whether they are stocked and serviced.

Topic 2

Permits and city offices

Who handles street functions and festivals in Houston?

The Mayor's Office of Special Events issues Street Function and Festival/Fair permits. Applications go to City Hall, 1st Floor, 901 Bagby Street. Minor street functions are filed at least 40 days ahead and major ones at least 120. Tell the provider what the office says.

Who answers questions about portable toilets for a permit?

The Houston Health Department is the contact for special-event permit questions, on 832.393.5100. The permit's conditions come from the city, not from this line or a provider, so ask the office before you order and again if your plans change.

What about an event in a city park?

Houston Parks and Recreation has its own guidelines: units cleaned and disinfected at least twice a week depending on use, placed on or about a paved surface at a spot chosen by park staff, and not delivered more than 24 hours before the permit. These apply to city parks only.

What if my event is in Pasadena, Bellaire or Pearland?

Those are separate cities, so Houston's sheets do not govern them. We found no town-level rules to quote, so arrange the event with the local city or the property owner and tell the provider what you have been told.

Topic 3

Heat, storms and seasons

What does Houston summer heat mean for a rental?

Heat raises use of handwashing and strains an unshaded unit. Houston has issued repeated heat advisories, with a heat index near 112 and maximums of 113 and 114 at the airports. Ask the provider about shade, servicing and handwash stations for a hot weekend.

Can portable toilets stay on site in hurricane season?

That is a question for the provider. We found no Houston rule on securing or removing units before a storm. Hurricane Beryl in July 2024 brought gusts over 70 to 80 mph across the metro, so ask what the provider does if a storm is forecast during your rental.

What about a winter freeze?

Winter Storm Uri in February 2021 held temperatures at or below 20 degrees nearly everywhere for about a week. We found no rule on freezing, so a rental that spans a cold spell is worth raising with the provider when you order.

Should I order early for rodeo season or race weekend?

Yes. The marathon in January and the Livestock Show and Rodeo from February into March draw very large crowds, so providers get busy at the same time. No availability is promised on the call, but an early call gives a provider the best chance of having units free.

Topic 4

Units, quotes and servicing

Do you show prices?

No. Published Houston guides disagree widely, so printing a figure could mislead you. The provider who takes your order gives you a price, and you should get it in writing, with what it includes, before any unit is sent.

Can I empty or move a unit myself?

No. Servicing, emptying and moving are done by the provider. If a unit is in the wrong place, tell the provider and let it deal with the unit, rather than tipping, dragging or opening it yourself.

What is an ADA accessible unit?

It is a larger portable toilet built for wheelchair access. Houston's event sheet asks that 10 percent of units be wheelchair accessible. Ask the permit office and the provider how many an event of your size should have.

Why do some orders include a restroom trailer?

A flushable trailer offers several stalls, sinks and cooling in one towed unit. The Houston Livestock Show and Rodeo installed flushable, climate-controlled trailers in high-traffic areas. A provider can tell you whether it has a trailer free for your date.
