How many portable toilets does a stadium tailgate need?

Houston's special-event sheet asks event producers for 1 portable toilet per 300 persons, 10 percent of them wheelchair accessible, plus 1 handwashing station per 300 persons. That rule is written for events the city permits. For a private tailgate lot, use it as a baseline, then ask your provider about the hours and the drinking.

The 1-per-300 figure comes from the paperwork the city asks event producers to follow when an event needs a Mayor's Office of Special Events permit. It is a minimum for a permitted crowd, and a tailgate is rarely an ordinary crowd. People arrive early, stay long, and drink more than they would at a fair, so many organizers add units above the baseline.

Do the arithmetic from the crowd you expect in the lot, not from the seats inside. If a match holds 22,039 and only a fraction of fans will use your lot before the gates open, count the fraction. Do the stadium's own restrooms cover a tailgate or fan fest?

Usually not in the way an organizer needs. A stadium's permanent restrooms are inside the gates and open on the venue's schedule. A lot or plaza outside the gates, held for a separate event, normally needs its own units, because guests there are not inside the venue yet.

Check who controls the ground. A fan festival on a plaza or a vendor village in a lot may be run by the team, the venue, a promoter or a neighboring property owner, and the person who controls the ground decides where units can go. Ask for a site plan or a photo from that person before you call a provider.

If the event is on a street or other city property, the Mayor's Office of Special Events handles street function and festival permits from City Hall, 1st Floor, 901 Bagby Street. Minor street functions are filed at least 40 days ahead and major ones at least 120 days ahead. Your provider supplies units; the permit is yours to apply for, and a rental does not guarantee approval.

What does each of Houston's four big venues mean for placement?

Each venue has a different surrounding space. NRG Stadium sits in a large park campus, Minute Maid Park and Toyota Center sit among downtown streets, and Shell Energy Stadium sits on Texas Avenue in EaDo. Placement depends on who controls the lot or plaza beside it.

A guest standing in an unshaded lot with no restroom in sight is a guest who walks to the nearest building.
